1. SCOPE.
1.1 Scope. This Medical Procurement Item Description covers a clear
plastic mortuary bag used as a lining for the human remains pouch.
2. SALIENT CHARACTERISTICS.
2.1 Material. The bags shall be constructed from polyethylene
conforming to type II, grade A, finish 1, of Commercial Item Description
A-A-3174. Polyethylene shall be natural color (colorless) and transparent, and
shall be clean and free of extraneous matter.
2.2 Dimensions. The bags shall be of a flat type design with
nominal dimensions of 36 inches wide (+/- 1 inch) by 90 inches long (+/- 1
inch). Bags shall be full gage 4 mil thickness.
2.3 Construction.
2.3.1 The bags shall be constructed from polyethylene sheets and
shall be a tubular design (i.e., no side seams) with a firmly sealed bottom
seam.
2.3.2 The bags shall have no gussets. Individual flat bags of
tubular design shall have a flush cut at the open end (i.e., no lip required).
2.3.3 The bags shall be furnished with one bottom seam. The
bottom seam shall be firmly and continuously sealed by any appropriate sealer,
i.e., electronic, thermal impulse, jaw, rotary, or band type sealers.
2.3.4 The open end of the bag (i.e., top) shall be capable of
being closed by heat-sealing.
2.4 Workmanship. The plastic mortuary bag shall be free from
defects which detract from its appearance or impair its serviceability.
3. REGULATORY REQUIREMENTS.
3.1 Recovered materials. The offeror/contractor is encouraged to
use recovered materials in accordance with the Federal Acquisition Regulation
(FAR) Subpart 23.403 to the maximum extent practical.
4. QUALITY ASSURANCE PROVISIONS.
4.1 Product Conformance. The products provided shall meet the
salient characteristics of this Medical Procurement Item Description, conform to
the producer’s own drawings, specifications, standards, and quality assurance
practices, and be the same product offered for sale in the commercial market.
The government reserves the right to require proof of such conformance.
5. PREPARATION FOR DELIVERY.
5.1 Preservation. Preservation shall be military.
5.1.0 Unit. Box (BX). Bags shall be neatly folded. One box
containing 50 folded bags, as specified, constitutes one unit. Bags may be
folded in small groups of 10 bags per group to make up the unit package of 50
bags.
5.1.1 Unit container. Unit container shall be a box conforming
to ASTM D 5118, style RSC, type CF, class domestic, variety SW, grade 200.
Closure shall be as specified in ASTM D 1974, closure method 1E.
5.2 Packing. Packing shall be level A or B, as specified in the
contract or order.
5.2.1 Level A. Each unit, packaged as specified in 5.1.1, shall
be overpacked in a snug-fitting exterior container designed for a type 2 load
and conforming to ASTM D 5118, class weather-resistant. Closure shall be as
specified in ASTM D 1974, closure method 1D. Exterior container shall be
water-resistant as specified in ASTM D 1974.
5.2.2 Level B. Each unit, packaged as specified in 5.1.1, shall
require no further overpacking.
5.1.1.3 Unitization. Material shall be unitized as specified in
the contract or order.
5.2 Marking.
5.2.1 Unit, exterior (shipping) container and unitized load.
Each unit, exterior (shipping) container and unitized load shall be marked as
specified in Medical Marking Standard No. 1.
